The following video tutorial will show you how to use the DE1 board and the Altera Quartus II Design Software (version 11.1) to take one of the on-board clocks, and divide it down to 1 Hz to use in your projects.
Although I use the most significant bit of the counter design to get 1 Hz, you may use any of the other outputs to get different frequencies.
The LPM_COUNTER is a very flexible programmable counter, and I'm only using a fraction of its capabilities here.
